Yes, it is. A typical set in story mode would easily require Aqua Tail and Play Rough (Waterfall and/or Dive in Gen 6)

The only downside is that happiness evolutions take a while but Marill evolves so early chances are you won't have Marill for long. Arguably bad game design, but that's what happens when you tack on a happiness pre-evo.

Any of y'all got the image of old Huge Power Azumarill? it's a full body, light blue and white shot. Not the big dark blue one with a vein on the nutrient orb that's been making the rounds whenever Huge Power is brought up.
