The Omnitrix literally tears the person apart at the genetic level and rebuilds them into whatever it's selected to, so if anything, the bigger issue would be that they're all "underage" aliens, since we know they age as he does. Considering the alien morphology at play like with Four-Arms there, I think it's safe to say everything he turns into his fair game.
