If you aren't boosting (because your pokemon doesn't have Nasty Plot or Calm Mind or you don't have room for such a move on your set, Calm Mind Chandelure and Nasty Plot Houndoom can usually get away with Flamethrower, for instance) and need a 1HKO or 2HKO (such as I you are using Mega Garchomp and want to be able to inflict heavy damage on Celesteela) you'd want Fire Blast. Mega Garchomp doesn't do quite enough damage to Celesteela with Flamethrower, you see.

This is just an example, though. There are many others. sometimes you can get away with Flamethrower, sometimes you need that extra power.
