Ash's character design isn't what's drastically changed. What's drastically changed is the art style and Ash's character design changed to match that so that he doesn't look out of place alongside newer characters.

Lt. Surge's redesign would be harder to explain than Lance's. In Lance's case one would think he simply got new clothes (and he even explains why he's got those new clothes) and he got a new haircut

How would they explain Surge going from a 3 meters tall tan guy to an average sized white guy?

Who is the target audience for this series?

New fans are going to be confused when they pick up the most recent games and none of the characters from the anime are in it, and vice-versa.

Old fans are going to be turned off by the fact that despite visiting every region, there's zero mention of old characters or Pokemon.

This feels like a filler season (like Orange Islands or Battle Frontier) between gens, not a full 100+ episode series. Either that or the usual communication between Game Freak and the anime staff was lacking for some reason so the latter just scrambled to throw something together based on what little information they had.

I don't think anything would change if you removed Ash from the main series anime. It'd still have the same writers, the same producers, and the same guidelines to follow. The only thing that would change is that the people who only watch the anime to see Ash (the character people have followed since they were kids) get some form of big win now drop the anime because there's nothing left that makes it worth watching.

They haven't physically changed at all. Only the artstyle and their clothing has changed. They still look like the same characters.

You're right that it wouldn't be a big deal, but a 10 foot tall tanned guy shrinking down to an average-sized white guy is a lot more drastic and is more than a simple artstyle change.

Except he was pretty much a white guy everywhere outside the show. In the show he's basically tan bigfoot. You change his design from then to now and you're just basically making a whole new character. That's different from Lance and Steven's wardrobe change. They could get away with it with Blaine because they did some shenanigans with the sideburns to hair but Surge basically got the shaft.

Tan isn't the problem only. Tall and overall different design sans clothing. You might as well make a new character if you're going so far. Had the games made him tan instead, then there would be something to work with but that's not flying here. This is because of how the show was originally set-up before they started focusing more on the games after the first year of airing.
