Weavile became much better after getting knock off but most of it's checks also got better with older moves. Reducing it's usage.
Even specs Primarina is able to dismantle balance apart.
That is indeed too much for UU. I get the whole "UU council like stall" because Umbreon was everywhere some weeks ago(didn't play for like 3 weeks now). But it's very rare that defensive mons are oppressive, mostly because most have a exploitable weakness due to defensive being more passive. Enabling counterplay.
The counterplay to wallbreakers is guessing the move they picked and switch accordingly. Which can be somewhat hard depending on the situation.
There are also low risk moves on those banned wallbreakers, the exception being dracozolt who doesn't have a failsafe move not because hustle but because bolt beak and dragon stab have immunities.
Also i'm ignoring Hawlucha and Gyarados here as those are sweepers and not a wallbreakers, but sweepers this strong shouldn't be UU. Remember not even bulky waters can stop Gyarados now.
