Levitate is completely useless on him. What could we give him?

Ability 1: Tinted Lens
Ability 2: Technician
Hidden: Sand Stream

Tinted Lens is just because of Flygon goggles.

Flygon could have several reliable Technician sets, with moves like Sand Tomb, Bulldoze, Dragon Breath, Breaking Swipe, Bug Bite, Rock Tomb and stuff.

Sand Stream is basically lore. Don't understand why they haven't give it to him.

It has a wide movepool to make use of that ability

Without coming up with a new form - he should get one of the abilities from Trapinch (except Hyper Cutter). Sheer Force or Arena Trap would be so good. Imagine trapping a choiced Volt Switch user and setting up DD all the way up to +6/+6.

Boosting its speed a little bit would help too, something like +10 or +20 would make a ton of difference.
