That didn't stopped Primarina.
I think it's just the design. I love her, but those flowers around her neck look pretty stupid, and make her bald looking head more noticeable. Also, she was introduced the same gen as Braxien, Mega Gardevoir, Sylveon, Mega Loppuny, and probably others I can't think about right now.

Tsareena was bullied as a Bounsweet, got stronger and now can fight back.
It has that little cool factor besides being waifu material.
Florges' ears are weird, and I don't like its bodyshape. Its most notable trait is the different colors, but Vivillon's patterns might have been more memorable to people.

Huh, I just remembered this thing existed not too long ago. Bald head makes it look alien-esque. Does it out-grass any grass types? Makes me think of a better Belossom on paper, sans chlorophyll

She's wasted potential. Her abilities only help grass types, but she isn't a grass type herself and won't gain any benefits of her grass buffs.
Because of this she works only as a support monster for a grass type during a double battle.
