Ash never had a problem with Z-Moves, and him defeating Tapu Koko had nothing to do with “mastering Z-moves”, in fact the one he used against Tapu Koko in the end never had any explanation of how he was able to use it, and it appeared three different times.
There are even Z-Moves that didn’t even debut which is incredibly retarded in itself.
