Would make a lot of sense that "agility" and "speed" were two different stats. That would explain why Pokémon depicted super fast like arcanine or dragonite are average in game or easily surpassed by a playboy slut.

The stats are just for gameplay balance, they aren't meant to be representative of a Pokemon's actual abilities. Besides, Arcanine and Dragonite learn Extreme Speed.

The Speed stat has nothing to do with attacking. It's about how fast the Pokemon is capable of moving. Running, floating, flying, teleporting, doesn't matter.

The real Solution is to transition to a more action turn based, where you have a bar that fills up and when it's full you get to act. And speed dictates how quickly that bar fills up.
