Gorochu will only happen if Raichu gets ripped away from Pikachu and made a middle evolution for Dedenne with Gorochu being the final, while Pikachu gets a massive boost to its stats.

They would never do that, they don't even like to acknowledge Raichu existing, why would they bring back a formerly cut Pokemon just to give Pikachu another evolution they'll ignore?

It'll be Dedenne's or bust.

Raichu already got an alolan form. And pokemon can have multiple regional forms, as shown by Meowth. Normal Raichu becoming part of an entirely different evolution line will never happen though.
