Unown are Arceus's "1000" arms through which it channels it powers.

This is seen in the HGSS event where Unown help Arceus recreate the universe from scratch to give you a Dialga/Palkia/Giratina.

I've always assumed the Unown are akin to batteries. On their own, they don't do much besides shoot energy. With someone like Arceus who can direct their energy into something, they're EXTREMELY powerful.
