It says it right there, because they're rare. You can't show a bunch of actual Master Balls together, but you can show them as part of a pattern.

Master Balls aren't mass-produced like other Poke Balls.

This is a guide for merchandise art and such. Basically, they don't want someone to release a toy where the box art is Pikachu sitting on a mountain of Master Balls.

This is from a brochure that details some of the basics of the Pokemon universe to merchandisers. They don't want someone to draw a trainer with a belt full of masterballs, since it wouldn't make sense, however just having a masterballs pattern on say, a bag or shirt, is fine.

This. TPCi gives this guide to any company that wants to make Pokemon products in order to educate them about the brand so they can portray the universe properly.

Almost certainly, but these documents are confidential. This one only leaked because someone found it when they were clearing out the office of some smaller company that shut down and decided to give it to a friend that liked Pokemon. Hell, the guy who dumped it for us didn't even realize what it was and just posted the page about eating Pokemon for shits and giggles, until the thread told him that he had something that hadn't been scanned yet.
