In the games he didn't state that he will disband Team Rocket. He said that he can't face his underlings anymore and leaves.
It's until Gen2 that we know that Team Rocket was disbanded.

it's more than just the Charmander retard. Seeing Red with his Charizard specifically did remind Giovanni of his Charmander, but more than that it reminded him of back when he had childhood innocence and before his corrupt life as an adult. He was successful as a crime lord, but he wasn't as happy as he was back then when he was a kid.
