Charizard is a dragon, but it does not have a natural affinity for the Dragon element. Its affinities are Fire energy and Flying energy. When it Mega Evolves into Mega Charizard X, it trades its affinity for Flying energy for Dragon energy.

Lucario can only learn Dragon Pulse, and that's because it specializes in pulse moves.
Charizard can learn Dragon Claw, Dragon Breath, Dragon Rush, Dragon Rage, Dragon Tail, Dragon Pulse, Dragon Dance, Twister, Outrage and Breaking Swipe. That's every Dragon-type attack other than Dual Chop, Draco Meteor and signature moves.

And a bunch of non-Dragon types can learn Dragon Claw and Outrage.

Point is, you don't need to be a Dragon type to learn how to use Dragon energy. Dragon type Pokemon are just the best at using it. This applies to all types. They're elements and Pokemon with those types are the best at manipulating that kind of elemental energy.

Yes, and Charizard obviously has an affinity for Dragon because it learns an overwhelming amount of Dragon-type moves. There's a difference between shit like Lucario and Arcanine who can respectively learn Dragon Pulse and Outrage, and Charizard who gets nearly all Dragon moves that aren't exclusive. It's not fucking binary.

They don't, actually.

Pretty much every single depiction of feathered serpent gods in actual Mesoamerican art are wingless. They are usually just depicted as snakes with a feathered mane/collar or with feathers instead of scales across the whole body.
