DESU, most Gen 2 pokemon need a stat redistribution. They have enough BST they're just distributed wrong and have become outdated with the Physical/Special split.

If it were up to me I'd say its stats should be something like 77/95/85/50/85/83
Combined with intimidate it has good physical bulk, and moderate special bulk, while having salvageable speed and attack. Still not amazing but it's way better without resorting to giving it an over the top BST boost. If you want the same bst then you're looking at having min max it to shit.

Gen 5 Pokemon are pretty good in general.
The ones that have a real problem are the gens 1-3 mons.
Both because of the P/S split and because of the way EV's changed in gen 3. Balanced stats used to be good when you can fully invest into everything, but now minmaxed is always the way to go.

GF could easily give him +10 HP, it is a 11+ feet long cobra i don't get why it has to have less HP than things like rowlet, beedrill or woobat.

The extra HP along with Coil+Gunk Shot+Glare+coverage is enough for it to work in lower tiers

Psychic moves are never carried for coverage, they're only used by Psychic types.

Fairy/Fighting resistance with Intimidate gives a lot of opportunities to switch in and Glare something. If you're scared of Psychics there's Sucker Punch.
