It doesn't. Those are its feet.
If you were to touch them, they'd feel like flesh. But there'd also be spots that are the exact same color as the flesh but have the texture of toenails.

Someone post that comic where it's revealed that the reason you find Tangela near Pallet Town is because some kid got lost in the wild and survived by covering itself with vines and people just assumed it's a Pokemon (the kid might've been Leaf, I think? To explain why Leaf wasn't in HGSS)

Because Tangela was one of the very early Pokemon made, before they really even knew what they were gonna do with the monsters. It was made before even types were a thing. That's why it doesn't have some explicit type theme.

Tangela was made extremely early before Pokémon had worked out what its identity was. Those shoes and Poliwhirl's gloves are the most Nintendo-style 90's vibe details ever added to a Pokémon.

People had a weird sense of style back then.
