simulated combat is an abstraction of real combat. pokémon doesn't evaluate the creatures moving around a battlefield, measure their reflexes or mental state, calculate how deeply claws cut or how hot fire burns, etc.
it's heavily simplified. but those aspects would result in a bit of variance in a real battle. if my leavanny was at her peak in reflexes and agility, and she had enough space on the field, she might dodge your charizard's blast burn and be able to counterattack.
those aspects of the conflict are simulated by a RNG roll. it doesn't accurately simulate real combat but the outcome effectively the same: sometimes attacks miss, sometimes they hit extra hard, etc.
