I'd say giving it Sniper would also be a good HA for it, since it gets quite a few moves that can utilize it better, though Analytic is also pretty good considering its somewhat slow speed

Honestly, that's worse than Solar Power. Charizard is immune to every entry hazard except sneaky pebbles (and gmax stonesurge which can only be set by a single mon that most people don't use because there's better choices for a dynamaxer).
There's an item that can give it immunity to entry hazards as of gen 8 anyway.
Also, Charizard isn't meant to stay in battle for a long time. It's a fast and frail offensive mon.

Slow and strong enough to pull it off. Bulk is mediocre so he might not survive getting hit first too much, but that's already a problem with Decidueye and Analytic doesn't make it any worse.

There isn’t really a lot it can use take advantage of Technician. Only notable one is Hidden Power and maybe a few physical moves

Shell armor sucks
Harvest sucks
Scrappy sucks when you have a second strong and reliable stab
Regenerator for Swampert doesn't make sense.
Triage surprisingly matches well with Meganium.
Lightningrod for Empoleon is pretty nice and clever because of the trident design.
Also it would be better if the starters have hidden abilities unique to each other

Solar power is one of the only reasons charizard sees any use.
Infernape is a fire type.
The rest are fine, especially technician sceptile, always seemed like a natural fit

Torrent isn't great, but a Shell Smash sweeper can make use of it in a pinch. On the other hand Rain Dish has no effect whatsoever if rain isn't in play, and even if rain is in play the healing isn't very substantial, to the point that the Torrent boost is still handier.
Storm Drain, as suggested by OP, would be much better than both though.
