The "waifu pandering" have something going on with them. Gardevoir is a protector, Lopunny may be sexualized but it is based on a Playboy bunny and does its job. "Objects with faces drawn on them got meaning" Voltorb is a mimic and the myth of objects coming to life 100 year birthday. Vanilluxe is actually an icicle with snow. And the "generic birds" are always based on a realistic type of bird and are making their roles. Same as the dogs and cats, they have meaning and purpose

Rattata - Regional rodents are supposed to be cute rodents that you would find in real life, Rattata was the first of its kind.
Mr. Mime is a mix of an artist, clown, and mime. Also invisible walls have its psychic type covered
Jynx - Based on a yama-uba and exaggerates female characters characteristics in a charming way
Aromatisse - based on a plague doctor and a flamenco dancer and is pretty cute too.
Zarude - features of monkeys, baboons, spider monkeys, and mandrills. Also the shrug monkey in English folklore

Hotter Take: There are bad/mediocre pokemon designs, but that doesn't mean they should be culled from existence. As you said, they are great for worldbuilding and creature diversity. It's idiotic to think that every single 894 pokemon should be a hit to everyone, when that's not even the case for the first 151 pokemon.
