Imo all starter lines should have torrent/blaze/overgrow as their HA, and just have the professor give out HA starters. That way Feraligatr could keep Sheer Force as an ability, gain Strong Jaw, AND have the designated starter ability

Being able to scratch and bite things doesn't necessarily mean that the Pokemon excels at it. Garchomp for example has a normal-sized mouth and jaw in proportion to the rest of its body, so while it *can* bite, that's an unconventional way for it to fight.
Some creatures, like crocodiles and tyrannosaurus rex (Feraligatr and Tyrantrum) are practically defined by their powerful jaws and biting force, so it makes sense that their biting attacks hurt more than those of other species, even if their Attack stat is actually lower.

The Gible line's whole gimmick is literally biting things. Granted it's more prevalent in the pre-evos but sharks are defined by biting force too.

And if this fucking dog gets Strong Jaw then the bar's pretty damn low.

I think that Gumshoos and Boltund having Strong Jaw can be chalked up to prioritizing mechanics over lore in their cases. Game Freak just wanted them to be able to use Strong-Jaw boosted Hyper Fang and Thunder Fang.

Garchomp in particular should probably have an ability related to its flight instead of biting.
