Toriyama eyes were common on Gen 1 Pokemon because it was extremely popular in the 90s, heck Sugimori was inspired by Toriyamas style

People enjoyed the era with sugimori eyes, it wasn't for the eyes though. Why do you think pokemon back then often had angry/tough eyes? What tonal difference do you think players felt in that art that was meant for Blue's release?

Easy, it's random shit for the sake of having random shit. It contributes to the incohesive mess of an artstyle modern Pokemon has. Seriously, look at it; older Pokemon are drawn mostly on model from how they were in their old artstyle. while new Pokemon are strictly drawn in their new artstyle, merging multiple entirely different art styles as one. You have somewhat defined and realistic fur on Arcanine mixed with literal play-doh fur on Drampa.
