But for pests or Pokemon that are generally destructive by nature, it would be necessary to keep random people from accidentally ruining someone's livelihood. A magcargo could easily bump against somebody and set their clothes on fire. Primeape with their notorious short tempers could lose their shit and bludgeon someone unconscious. Ghost Pokemon could probably be used for nefarious purposes in crowded places or busy streets.
You could also argue that, as a presumed traveling trainer taking the gym challenge to qualify for a league, forcing your Pokemon to march across the continent alongside you would be similar to abuse, especially if you're regularly challenged to Pokemon battles and don't have opportunities to help your Pokemon recover between them.
Actually, considering the power of many Pokemon, they might even require some kind of registration and licensing to be allowed to keep any, or certain grades of licensing to keep dangerous Pokemon out of unqualified people's hands. Imagine causing the death of 10-50 people because your dugtrio burrowed around too much and collapsed a building by accident.
