Let's have a comparison between Jubilife and Mauvile, the largest cities in both regions and also the hub of the region. In Hoenn, you first have to go to Verdanturf and back to Mauville to get Strength, then come back to Mauvile again after defeating Flannery AND come back AGAIN after defeating Norman. That's three times, and the game doesn't even reward you for coming back to Mauvile three times except have you do the Watson side quest, I guess. In Sinnoh, you go through Jubilife first after defeating Roark and next only to go to Canalave. First time you go back to Jubilife, the TV Centre is opened with the Loto- ID service, pokemon decoration and secret wallpaper man unlocked and the second time you can get new poketch apps from the Poketch HQ. Not just that, but when you have to backtrack to Hearthome, you are given a completely new route to travel through, I don't remember such a route in Hoenn.
