Idk, them flooding up the earth to make more room for water pokemon seemed more logical than "let's cause an immense drought that will dry up the seas so humans will grow faster as a species"

-Amount of water overall stays the same (in the long run thanks to rain)
-Surface for Humans/Land pokemon increases

-Surface get flooded and therefore decreased, if not gone entirely
