GF doesn't care. Showdown is free advertising.
Not for the game itself, since I don't think anyone in the world knows about Smogon without knowing about Pokemon, but for the competitive Pokemon scene.
Even VGC is more accessible because of Showdown.

Sure, but it's uncharacteristic of GF to let simulators slide, but take down big romhacks every few months or so. What do they gain from exempting simulators?

Because the simulators are made to emulate cart, except with features stripped. They serve as advertising because they only show you a window into the full experience and can in no circumstance offer anything more. Someone who is unsure about buying the next game can try it out competitive on showdown and figure if its worth getting.

Romhacks are direct competition because they actually alter parts of the games. People unsure about buying the next game might just go "fuck it this is better" after playing a rom hack, and not buy the next game at all.

Pretty much every VGC player uses Showdown as a testing ground before deciding what to "breed". Many are active Smogon contributors. A DMCA would give them too much bad publicity from their own players.
