you could argue that lance had a draconic "theme"
whilst agatha had a scary/bad, or evil, "theme"
there where limitations in the original pokemon games
there were literally only three dragon and ghost types each, all being in the same three stage family line
they were probably late additions to the games, and didnt even have very many moves of those types
