Stall isn't really a thing in the anime. They have bulky/tanky Pokemon, but purely defense-based strategies aren't really a thing in the anime. Mostly because they aren't interesting to watch and that such a strategy isn't really viable outside of a turn-based RPG.

Doubt it would, they tend not to do tedious battles (unless they're playing it up for laughs, like the Magikarp/Pyukumuku battle in the Alolan League battle royal).

I wouldn't really call that strategy stalling though. once he had his combo in place, the duel was basically over. His opponents had to draw cards until he lost. before that, yugi didn't stall at all.

Osha literally uses a Water Gun to get his shell back after being "exhausted". He never ran out of Water Guns. PP means you are unable to use a specific move, not that you get tired of fighting in general. Pokemon will get tired of taking too much damage or from running around and dodging a lot. What a retarded Bulbapedo entry.
