Ash already has four (five if Mimey counts) Pokemon by the 21st episode, and there are already hints of him catching other stuff like Machamp, Duraludon, and Garchomp. Ash's goal in this series is to constantly battle people, and for the sake of this plot he has to catch as many powerful Pokemon as possible (he's not using his past series reserves, that's for sure).

I view Mimey as one of Ash's Pokemon, if only because he actually used it in battle and anime websites/specials have listed Mimey as one of Ash's Pokemon *before* this series started.
