>>43157603That's a localisation fuck up. They used Jp Blue as the basis for international versions of the game and in Jp Blue, that bloke trades you a trade-evo pokémon for another trade-evo pokémon. NoA being NoA and not actually giving that much of a shit translated the man telling you his pokémon evolved after trading despite Raichu not being a trade evolution.
