Gold and Silver having so many ties to it is fine because it was an actual sequel and there were no established rules for new Generations. They also had hardware limitations like only have 256 index spots for Pokémon and 151 of them already being taken by Gen I Pokémon. They made the right call to build up instead of scrapping what they had already made.
Remaking Gen I in Gen III was also justified by the lack of compatibility with older games and missing Pokémon, and it was presumed there would be remakes for Gen II.
But Gen III, IV, and V all had their own identities without Gen I. In 2013 they suddenly decided it was a good idea to reference it constantly and favor it over everything else in every game from then on. The franchise was doing great without the Gen I pandering. Now it just makes it feel like mindless fan service, like showing a picture of a Charizard is considered good content.
