It's clear that freeing up whatever development time that went into creating/polishing these other models still led to a shallow and blatantly unfinished product. Naturally, the answer is to delay the game and increase development time to more than 3 years, but of course, that's not an option that GF and TPC would consider with merchandise sales and other associated media in mind. Plus, they figured most people will buy these games anyway, which turned out to be the case.
They're making compromises to decrease development time, not to improve the actual quality of the product. I guess there are pro and cons to having thoroughly mediocre products every 2-3 years vs good/memorable products every 5-6 years - it just cements Pokemon's status as a CoD or FIFA-tier franchise that is content with stagnating, where expectations should be kept as low as possible.
