Plenty of Pokemon who can fly can't learn Fly, and some who can't fly can learn Fly (like Hawlucha, it can't fly, it can only glide)

I always thought of it as Garchomp can fly but only at high speeds which would not be good for a ten year old hanging on for traveling and not similar to just hovering higher in the air for a moment like the move fly is in battle.

I love the dragon type, it's my favorite type, I systematically play monotypes. I'm so crazy about dragons that I even spend my time making image montages and photos in the photo studio (like here).

But Grachomp is the only dragon I can't appreciate. It is ugly, I HATE it, it looks like nothing, it has spikes everywhere, ugly colors that do not agree with each other.

Garchomp is the worst dragon, and it's an analysis of a real dragon master.

Flygon is alright but most dragons are meh to me. Garchomp just has a fuggo design that was designed during an era of 2D animation and they artists just wanted something that edgy kids could like.

All gen 4 Pokémon have been designed for 3D, since they had to be modeled for Pokémon Battle Revolution which came out a few weeks after Diamond and Pearl.

Otherwise I completely agree, Garchomp is a horrible design, Flygon is a billion times better. It's indisputable.

That's a fair conclusion to draw, but between the games insisting that the Pokedex updates automatically and how actual physics (or even just basic logic) completely eviscerates most of the feats seen across Pokemon media, I'm more inclined to just chalk it up to the magic of fiction and move on. Even if we're talking pure gameplay, some things just won't make any sense. For example:
>Chansey can learn Strength, enabling it to shift multi-ton boulders on the overworld despite having a base Attack stat of 5
>Hoopa, and therefore Hoopa-Unbound, is utterly incapable of learning the move even though it has 110 base Attack in its confined form and 160 in its "true" form
It's Pokemon, it's pure magical anime bullshit, trying to apply any sort of logical cause and effect to the world or game numbers makes it crumble.
