No, they have CONTROL over those things. They have an AFFILIATION with those things or they embody them. A more accurate name for Dark Type would be the Wicked Type or the . And while Wicked is clearly a behavior and not a substance, (Pokémon Types in themselves come in like 3-4 different types,) it's still the same thing. Dark Type Pokémon are very frequently Evil/Wicked but they don't HAVE to be. Like a Grass Pokémon can literally be a plant, or just have control over plants, Absol is not wicked but has powers over wicked forces.
No it doesn't have anything do with people THINKING it's evil. It's like Darkrai, who means no harm to anyone but has a passive ability that makes people see horrible nightmares. It controls dark forces and has "evil powers".
Some people say Absol should be Psychic because it predicts disasters, and yeah fair enough they could've gone that route. But Absol's disaster-sensing abilities aren't exactly precognition. It doesn't literally see into the future, it just has a connection to ill-fated events. It has something almost like black magic, where it knows when something bad is about to happen. It too has "evil powers" or the power to sense imminent doom. It does not USE these powers for evil.
Absol's also is based on the Yin Yang symbol. Y'know, it means goodness and evil are opposite, but complementary forces. They rely on each other to exist. The fact that this beast LOOKS evil but isn't is the whole point. It's an anti-hero. It's role is to prove that not everyone is what they seem, or that light and darkness exist within each other.
