Eelektross got pretty shafted too. Started as one of the final boss's Pokemon, and had a wide movepool. Then, it never got buffed at all and is one of about 4 Unova Pokemon besides the starters and legends to not be in a regional dex since its debut. It was never great, because pure Electric is eh defensively and it's extremely slow, but it could have been a contender. Honestly, for all the work it takes to get one, it should have had higher stats. Gyarados gets 540 at only level 20 but Eelektross needs to be 39, AND needs a Thunderstone, but only gets 515? Fuck off.
