It's not implemented yet but theoretically certain Pokemon could be removed or added from the list

the ubers clause is complex but it's not arbitrary, the point is to nail all the broken abusers and leave everything else. gigantamax-only is arbitrary because it's not based on the power of the abusers at all; good luck justifying to someone why charizard can gigantamax but charmeleon can't dynamax, for example. you could try doing what ubers did in ou, but you'd end up with an impossibly unwieldy list of 'broken abusers' just because of the lower power level of ou

Dynamax is fully banned in OU, this thread is about Ubers. As it turns out, Dynamax isn't so bad when your tier consists mostly of box legends, and those box legends can't evolve.

That was back when Smogon rules could be roughly explained to someone in two-three sentences.

>no evasion or 1HKO moves
>no sleeping more than one pokemon
Back in the day you could tell someone that and then have a battle. At this point Smogon's rules have become so complex they have to do complex bans.

This seems like a dumb idea. Several non-Uber Pokemon with high BST are still going to be overwhelming when released, like Lando-T, Volcarona and Ash-Greninja. Then there's the issues on Megas, if they return, being capable of Dynamax.

If the Ubers banlist gets too excessive and specific, it's going to bring the OU council and Ubers council into a head to head. Already, I can't see anyone looking at OU as the standard meta, because the OU council's fingerprints are all over the decisions about it.

Ubers historically avoided a banlist so as not to displace OU as the "standard" meta. The idea being that OU had the fewest restrictions on mons while still being balanced and competitive. The Ubers council did not want to anger the OU council who has the most power and influence on Smogon.

Even with Megafug banned, Ubers was still unbalanced as shit. But it's pretty clear that with dynamax the Ubers council has much greater control over balancing the tier, since overpowered mons like Primal Groudon or Zacian-C can now be balanced against OU mons or D-rank Ubers.

The more Ubers resembles a tier, with a banlist and balanced gameplay, the more it will be recognized as standard play because it has "fewer" restrictions than OU.

Peoples problem with it isn't balance but variety, and that problem won't ever be fixed so long as it had 700+ BST monsters in it.
