It sort of is but not all dragons are rare or exclusive. The protag is usually middle class and they can become a dragon trainer though upper class have better access to dragons (Safari Zone, Game Corner).

Is the goal of a trainer not to challenge gyms? They're a valid in the same way that a non-major league sports team is still a sports team. Plus, don't the vast majority of trainers not have badges?

I can buy that, though most fully evolved Dark pokemon are by definition brutal. They might be nicer if people treated them better though.
