it has a good enough attack stat to use all of them in gen 3 as it only needs other moves to get around normal types (you don't let him in against a dark type anyways)
In Emerald the water gym and the electric gym can't touch him
Also champion wallace can only harm him through status damage and isn't smart enough to prioritize it in most cases
Also remember in gen 3 few if any trainers are smart enough to actually switch out if they can't hurt it
