GF gave Aegislash Swords Dance and no SpA boosting moves, so they assumed people would prefer physical sets.
They decided to have Will O Wisp (and other status moves) go through King's Shield in order to balance Aegislash, so that you could counter it by burning it and lowering its attack.
They were shocked that people ran special sets to get around the burning even though there were no special attack boosting moves for Aegislash.
