Fly is a shitty mechanic anyway, the original intent was that certain Pokemon couldn't fly with humans, not that themselves couldn't fly, but because of the carrying human HM rule, it fucks over certain Pokemon (even though who could and couldn't learn it didn't make sense anyway, such as Spearow learning it or Pidgey). The HM and the move should have always been separated.
