Sure, but stat-wise they only did a small bump up in LGPE. Raichu was still better than partner Pika if not for the coverage moves.
What sort of even more OP moves would they have for Pichu to make up for it's stats?

True, but you're ignoring partner Eevee on purpose. It was one of the most used pokemon in LGPEOU.
If GF wanted, they could made both pokemon broken. Make their BST grow for how much hapiness they have, could he a solution.
