Team Rocket actually probably pays the best, although it's likely feast or famine. When times are good, the grunts probably get a somewhat decent cut, but in all cases the leaders are taking a generous share first.
Team Aqua and Team Magma are ecoterrorists, money probably isn't a huge motivating factor for them.
Team Galactic also probably pays somewhat well. They're backed by a company that really is successful and a lot of the grunts seem to be primarily motivated by personal gains.
Old Team Plasma was nominally ideologically-driven, so money probably wasn't a big factor for most. New Team Plasma grunts could be motivated by money, power, or both.
Team Flare is basically Scientology: The Evil Team. Grunts pay out the nose for the chance to live after they trigger the apocalypse.
Team Skull actually is motivated by money, but they seem mostly to be piss-poor at it. Their bar seems to be set at just barely getting by.
Team Yell were already impoverished. They want to make their town prosperous, not themselves individually. I can't imagine anyone in the team getting rich off of their efforts.
