Raihan isn't even the only 8th Gym Leader to be Champion level. Wallace ascended to the Championship in Emerald, for example, and Iris became Champion of Unova in BW2. Heck, Volkner was considering challenging the Elite Four before you kick his ass in DPt, and might've had a shot at reaching Cynthia. It's not hard to imagine Raihan becoming Champion of a hick region like Johto or Alola.

We have a grasp of him being better than Richie already, since the only reason he lost was because he didn't tame Charizard, and he's solved that issue since.
When it comes to Tyson, Ash proved himself to be on par with Alain, and Alain impressed Steven. Steven being the champion means he's above Tyson, so it can be assumed that Ash surpassed him too
Cameron's fair game, but seeing as Ash can take down Mega Lucario, Ash is probably at least on par now

Diantha was pretty obviously holding back against the frog though, and put in a lot more work during the finale.
Also literally oneshots her Steel E4's Mega Scizor, which realistically shouldn't be much weaker than Siebold's Blastoise or Malva's Houndoom if at all.

In the anime at least, the PWT isn't something that everyone enters in the first place (only about 10,000 participants in Ash's season), plus the rules for battle seem to be limiting. The final between Lance and Leon was only a 1v1.

Pokemon isn't like DBZ where you win just by having a bigger number. There are no numbers or "power levels" in Pokemon. "Stronger" opponents can still be defeated with strategy and creativity.

Kind of a weird point to make. The whole point of power levels is that they were bullshit and not a true indicator of power and skill. They wanked Alan's Charizard way too hard during XY. It really strains credulity to see it take down 10 Mega Evolutions in a row, including an Elite Four member. And Ash's Pikachu even got a hit in on Arceus in the Arceus movie so by that logic even Pikachu is near god-level.
