Riku took it back, but when Sora showed the strength of his heart and belief in his friends overly solely himself, the Keyblade made it's own choice and decision that Sora was worthy and that Riku no longer was. So byt all rights, Sora is the only literal "Keyblade's Chosen One".
But Nomura decided to write backwards with BBS and then write wonky stuff with DDD where Sora is apparently "not a true wielder" or "true Master" because someone didn't just hand him one like everybody else and he didn't pass some arbitrary made-up test. But he's still the only one who can stop Xehanort due to being the his only real equivalent on the balance of light and darkness and the only one to successfully stop his plans at every turn. He's also the only one to make similar connections to other people in the same (and opposite) way that Xehanort does. They're literally two sides of the same coin.
The games basically try to say he doesn't have what it takes to be a "true Master", but as a wielder, he's literally the only one strong enough (and crazy enough) to beat Xehanort, who no one else can beat. It doesn't help that Sora has literally defeated literally every single other available Keyblade Wielder and Master in combat throughout the whole series with the sole exception of Mickey, who is only as powerful as the plot demands him to be at the time. Mickey's got big moves and spells, but they always job.
Sora, since KH1, has always been destined to be the one to "Open the Door to Light". Kingdom Hearts is essential his to open and reach and the X-Blade basically IS his rightfully now. He just doesn't care about that stuff and wants to keep his friends and waifu safe, but now that he's dead and vanished to Shibuya, he'll probably be led to have no choice but to realize that destiny.
