All of them were based.

Some of them just got too little screen time. Namely Palpitoad. Ash already had Oshawott and got Krookodile later, making Palpitoad pointless.

Biggest mistake was not evolving three of them. Imagine Ash with a Gigalith, Scrafty, Seismitoad, and Krookodile on one team.

Boldore was a missed opportunity. The rival kid whose English name I can't remember had a Gurdurr, and it felt like the setup for an episode where they would accidentally end up with each other's Pokémon and trade back at the end, causing them to inadvertently evolve.

Ash also should have caught Krookodile as Sandile, which could have happened in those unaired episodes.

it completely derailed whatever they had planned at that point. japan was effectively on hold for months following the tsunami. do you need me to remind you that entire nuclear plants were destroyed in the immediate aftermath

the anime wasn't the only pokémon thing that got hit either. PGL was delayed almost a year because of what happened

Sandile evolved before the unaired episodes. It was always going to be captured as a Krokorok. Boldore was apparently left as is because Gigalith was so difficult to animate.

It wasn't the tsunami. Another episode that was delayed because of the tsunami did air later. It was BW2 that forced them to change their plans.

You can see this with Ash's badge case. Originally the last slot was shaped like the Legend Badge, meaning that he was originally planned to battle Drayden (or Iris), but BW2 happened, the badge slots were changed to generic ovals, and he ended up battling Roxie for his last badge instead.

Palpitoad had Mud Shot and Sludge Wave, which neither Oshawott nor Krookodile used. Palpitoad was primarily a long-range battler whereas Oshawott and Krookodile were mid-range.

The writers have enough leeway to make it work. Even if it was their Poké Balls getting mixed up and giving them back to each other at the end of the episode, only for them to spontaneously pop out and evolve, it would be believable enough. It doesn't have to be the trade machine thing.

Johto anime didn't really follow the rules of trading all too well. Also, Paul easily could have traded with his brother to get those two Pokemon. (Trip had Conkeldurr and could have traded with a kid in a Pokemon Center or in a Battle Club).
