The problem is Johto level curve is slower, this a common complain.
By the moment you will face Red, your team will be around level 50, like many other games. They just made instead of a generic one region game, they made a two region. 16 gym leaders instead of 8.
Now, if you don't like this formula, this is up to you. The game has great battles.
