Only Lugia (a Wall that doesn’t invest in speed), Palkia, Kyurem (all forms, speed ties, and isn’t good in Ubers either), Xerneas, Yveltal, Solgaleo (a shitmon legendary), Lunala, Ultra-Necrozma (which requires a Z-crystal), Zamazenta, and Zacian can outspeed/tie it (as far as box legendaries come)
Ho-oh, Groudon, Kyogre, Dialga, Giratina, Reshiram, Zekrom (both being shitmons for ubers), Necrozma-DM (one of the best Pokemon in Ubers), and Necrozma-DW are all slower than Regular Rayquaza.
And Rayquaza is still pretty bulky to other Ubers too.
