Muk, Parasect, Victreebel and Mimikyu are just a few examples of Pokemon already as "horrific" as a Pokemon ever needs to be if horror is what you are into. They're all monstrous, arguably so are all other Pokemon, and the fact that they're drawn cute and colorful regardless of what they are is the ENTIRE charm.
OP's fakemon example also isn't really any grimmer looking than a bunch of existing ghost and dark legendaries so I really don't know why anyone would say we "don't have horror pokemon."
If they went any harder into that it wouldn't feel like Pokemon anymore. That's where they really would be leaking into the territory of Digimon.
