So Pichu’s Base 20 HP (181 with 31 IVs and 0 EVs) is the equivalent of 110 HP (362 with 31 IVs and 4 EVs)
Which is 90 Increase in just 1 Stat.
But this is exponential.
Cloyster with 50 HP (241) is 1 off from base 170 HP, making it about a 120 Stat increase, exceeding any Mega.
All you need is 92 base HP to match the base HP of Blissey.
And this doesn’t include how the BST increase would be distributed in chucks typically ranging from 20-40.

The only 2 megas that got broken abilities were Gengar and Kang, both of which are the fault of the abilities themselves and Parental Bond was nerfed.
