The definition of what determines a city is actually based on the size of the landmass borders, not how many people or buildings are in it. So Ever Grande just having two buildings (Pokemon Center and League) qualifies it as a town, but the size and importance of it to the government makes it a city.

It's like Sootopolis, there are other buildings and people living there but it's isolated from the central region itself. It's a popular theory that the towns and cities you see are not their actual size. The NPCs like the "technology is incredible" guy in Littleroot have to stay somewhere as well.
