If they meant literal active flames then Blaziken, Delphox, and Typhlosion don’t have their flames active all the time aesthetically much like Cinderace, only occasionally from certain parts of their bodies (neck, wrists, feet) or an item (wand). But Delphox does have flame patterns on it and Cinderace does have the patch of red fur on its head that looks like a flame and becomes more fierce in G-max form. So if they meant in that sense then yes, it does.
